Now before you roast me,  know i have an actual rig and this was just a experiment.  After watching Linuses video where he used two older xeons to game on a server board i decided to try it myself. I picked up a s5000psl server board and 2  x5460 cpus  along with 8 gb of pc  5300 667mhz ddr2 ram in 2x4 configuration. I also had a 280x laying around so i threw that in the machine  And i cant figure out what it is but for some reason the performance just isn't there.  Games are seeing really low frames and i cant figure out why at first i thought it must be the cpus because they're both not being utilized.  Then i had the thought maybe it could be the 667mhz ram, so my idea was what if i take one of the cpus, being lga 771 and  do the mod to lga 775  then solving the ram issue with a 1337mhz ddr3 board  and being able to oc the cpu.  also since the current server board only has a gen 1 pci express  x8 slot maybe thats  whats killing the frames?  Only half the performance gpu wise? What do you think is the problem is it the cpus?  The pci express slot?  The slow ram?  Would a lga 775 mod  fix the issues and achieve somewhat decent performance or should i just give up on the project in total?

You need to look at what the cpu and gpu and ram usage is like with some program.

Cpu and memory usage stays below 100 sometimes even low 30s for cpu and i dont have a gpu usage monitor but when i benchmark  the rig my gpu shows reasonable numbers  of what it should be for example the 3dmark gpu score is on point

Well use after burner to monitor gpu usage.

No, i would just suggest getting an i3 or something. PCI bottleneck most likely , and cpu bottleneck.
