Strange startup behaviour

Hello, my girlfriends computer started to behave strangely. On startup after just couple seconds, screen blinks ,wifi disappears (like there was no network card at all) , and after another couple seconds, screen blinks once more and everything (including WiFi) gets back to normal plus, there is a message that computers configuration has been changed. Idk what is happening, or how to Google it. It doesn't seem to do any harm, apart of being annoying. 

The system is windows 10 edu, with all newest updates. And I have already tried to scan it with adwcleaner and avast, also done registry check with ccleaner.

Amy ideas how to fix it?

Does the problem persist when in safe mode? When did this problem start occurring? Did you install or update anything around that time frame?
