my friend wants a pc the 2 list below are the builds he is looking for the first list is if his parents throw some money in the 2nd is if they don't any improvements

Both have absolute Garbage of PSUs...never build anything more than a i3 and a low powered GPU with those PSUs as they are shit and you're really testing your luck on whether they blow up or not. 

What sandy/ivy CPU does he have? Depending on what he has, he may want to go skylake.

An i5-2500 :/? Pretty old cpu, shouldnt get one in my opinion. But the I5 6400's are also non-oc and altough would perform better because of the architectural improvements and power efficiency, its still nearly twice the price. The 1st one doesnt look bad, the 2nd doesnt seem proper for the time were in. Even so, a bottleneck it could be for the 1060.

Hmmm...some slight bottlenecking will happen but if his parents don't then it's still a solid build (provided you switch out the damn PSUs)

Anything from Seasonic and XFX is fine (but not the XT line of PSUs), EVGA B2, Corsair CXM (but the new ones with a grey/white label as they are 10000x better in terms of the quality of the components). ect. And yes, I ignored the G2 or RMi or whatever on purpose as these are more budget-oriented builds :P

Nope but you'll have a lot of fun finding z68/z77 at a decent price used or even being able to find a brand new motherboard at all ;)
