I just brought a reference RX 480(stable @1235MHz at 77*C max temp). No matter what the game(Just cause, Rise of tomb raider etc) the GPU utilisation is 45% average. And mostly 1%, 0%, 5% utilisation. Frames drop below 30 on the lowest settings possible.

Build: RX 480 8GB reference
FX 8350
ASrock 990FX extreme9 motherboard.

I know that my CPU is a bottleneck and will be upgrading soon but even when I play with same settings as other youtubers with FX 8350, I get bad framerates than them.

 

I think it works fine in benchmarks. In timespy, I get 3800 which is 400 points less than ones with good CPU's. But in gaming, I see that others with same setup as mine are getting better minimum and average framerates than me

Try to run benchmarks. Do you get lower results than others, and does the GPU utilization is low even then?
