Try these steps:
1. Turn off the computer and unplug
2. Remove Graphic card
3. Plug the monitor to your video output
4. Turn on the computer
5. Click on start and type msconfig
6. Select the Boot tab and click on the box that says Safe boot with minimal selected. 
7. Apply then click ok.
8. DO NOT RESTART.
9. Shut Down computer and unplug
10. Install Graphic card
11. Turn on the computer (should boot into safe mode)
12. Go into Device Manager
13. Expand Display Adapter
14. Disable the Intel(R) HD Graphics 4000 driver. (DO NOT UNINSTALL)
15. Click the start button and type msconfig
16. Unclick Safe boot
17. Restart

Or,

Please try these steps.

1. Turn off the computer and unplug

5. Click on start and type msconfig

Do you have on board graphics? Like with a Intel CPU or AMD APU? If so try to unplug the GPU and try to really uninstall everything about those drivers. And reinstall the very last version of the driver for you card.

 

I never used Radeon cards since ATI got bought so im maybe not the best source for this but at least lets try. :)

These are the steps I take when I'm troubleshooting a gpu

 

You can either try booting in safe mode with your card installed, or boot in on your integrated gpu.  You would do that by taking out the 270x and plugging your monitor into the vga on your motherboard.

 

Once you boot in, download the latest AMD drivers from their site but do not install them yet. 

 

Download DDU to clean out your drivers (it'll prompt a couple of reboots).  Disconnect from the internet before your run this, so that your computer doesn't attempt to download new drivers automatically through windows update.

 

Now you should reinstall your video card and connect your monitor to the card.  Or if you did the safe mode method, just reboot in normal mode.  Then install the drivers you downloaded from AMD.

Thanks for the help but I got it resolved right as you posted this so thanks but there are these annoying red lines that are on my monitor and I know it's not the monitor so if there is anything that you know of to fix this that would be awesome

Try every combination of things you can.  Different monitor, different cables and making sure they're firmly connected (HDMI, VGA, DVI).  Different resolutions.  Etc, etc.

 

Chances are if none of these things resolve it, the card is bad.

I do have another cable that I tried but it doesn't even register with the monitor but I do have to use a

Thanks man it was a 60 dollar card so if it's bad than its not to big of a loss
