Windows10 system lag

After completely clean and new installation, the system still lags during：typing, dragging windows and moving mouse.

My Hardwares list:

Motherborad: ASUS ROG MAXIMUS VIII IMPACT

CPU: 6700K OC@4.5

RAM：CORSAIR DDR4 16G XMP@3200

Graphics Card：EVGA 980Ti Classified

SSD: SAMSUNG 850 pro 256G

OS: Windows 10 pro 1607(14393.82)

Is there anyone having the same problem，and knows how to solve it?

There have been people with similar problems whether or not they fixed idk, however the common wisdom to fix an issue like that is reinstall which you already did so.......idk how to help
