The lower that number is the faster the memory clock speeds are around 9 is the max as of now, you will feel a light bump in shifting files & running cpu intense stuff , but it's not that much of a bump, but you'll feel it being a bit smoother/a bit flowy i guess , but most of these ram sticks are sold as gaming/premium with a bumped up retail price, the value depends on your  view on things,  do you actually need it etc. things like that!
