edit: From what my meager spanish skills can translate, that second website says 'Establishing Connection, Initiating Sombra Protocol v1.9, Transmitting Information to active Omnics...5%, Terminating Connection (Who couldve thought)

I'm not sure, but here's my few ideas and suggestions (I didn't really think much about it since I'm not interested in overwatch, so take them for a what they are, ideas that I had in a minute):

 

  • Since the code is supposed to be cracked by the community I doubt any hard encryption has been used, the key has not been found (or at least not yet) so the best way to look at it is as a sequence, " ICAgICAgI " is repeated so often that is unlikely that those stands for letters and if they do it would probably be a short phrase.
  • "ICAgICAg" could also be subdivided in "ICA" and "gl".
  • There are probably hints/tips on how to solve it in the code of the page, so you should probably look into that.
  • At the end there are two equals signs "==" and they are not anywhere else in the sequence, so that's a bit weird and are probably an essential piece of the puzzle
  • Maybe those repeated sequences are just a trap, and they don't mean actual values but they are meant to be pieces for an acronym.
  • Maybe it's a date? If my initial idea is correct and since you said it's about a character that has to be released maybe that's something worth looking for

Inputting the cryptic message into a Base64 Decoder gets you this:
