Virtualization is a way to run an Operating System from within another. Because this is rather inefficient, Intel and AMD came up with special hardware tweaks to give the virtual OS more direct control over the hardware, so that there wouldn't be as much of a performance hit when compared to directly booting from that OS.

 

As to leaving it on / off, it's the kind of stuff where, if you don't know what it is, then it doesn't matter for you. You can leave it either on or off, it won't affect anything.

It's essentially a setting that allows the CPU to be more efficient when running virtualisation software. It won't increase performance in day to day tasks or really effect the system outside of virtualisation, so it doesn't matter if you leave it on or not. 

 

In general, it's one of those things that if you don't know what it is, you're most likely not going to need it.
