This is my current system:

AMD Athlon X4 740

R7 250x 2GB version by PowerColor

MSI FM2 A55 P33 mATX mobo

8GB DDR3

500W PSU by CoolerMaster (not sure what the exact model is)

 

I want to upgrade my PC and I'm on a tight budget. The problem is, I currently have enough money to either buy a motherboard and a cpu or just a gpu.

I'm looking at the FX 8370e with a Gigabyte GA-970A-UD3P or an RX 480 4GB version by Sapphire.

I'm using a 1080p display and would like to play games like The Witcher 3, Arma 3, Rise of the Tomb Raider, and some newer games that are releasing in 2016.

Could anyone recommend which is the better choice considering bottlenecking?

That's a bit tricky.I live in Serbia, and prices here are kinda wierd. I'm planning to spend less than 300 euro. The RX here is 280 (the cheapest one i could find), and the FX is 130 euro. The motherboard costs somewhere around 80.If I go with the CPU I', probably going to throw in a nice cooler and/or a case.

It's a toss up - but I think you'd be happiest by upgrading your graphics card first. I'd recommend an RX 470 instead of the 480. The 470 is almost as good, particularly at 1080p, and you could save some money to put towards a better CPU.

For a CPU/motherboard I would suggest an i5-6500 + B150 chipset, or wait for AMD Zen.
