GPU Usage

after fixing my gpu problem, i can finally play cs:go again. The thing is, i am playing at 1280x720 windowed medium settings (so i can actually play it) and i see that my gpu usage is in the 30-80's. i am monitoring with msi afterburner. There are some noticeable frame drops because of this. I am pretty sure it is not a cpu bottleneck as cs:go is not cpu intensive plus the cpu never went above 20% usage. any way to fix this? GPU: GT 730
