I have a 2GB GTX 770 right now, which is only marginally slower that the 960, and it gets really close to the 2 GB limit when I want games at 60 fps. If I were to push the graphics higher to get at least 30, I would run out of RAM first in a lot of newer titles.

The R9 380 is going to be a better card. Slightly better, but more or less similar performance, but more RAM. It will be a lot closer to your psu's limit though, The 380 will draw at least 200 watts, probably a little more. 210-220 watts maybe. system draw will probably be over 300 watts.

The GTX 960 draws about 50 watts less.
