Hey guys, so I've been having this problem for a very very long time now.  Every since I got my pc from a friend, the cpu usage is always at 100%.  Even though I just turned it on it is always at 100%.  Now, I have legit 2 items in my hidden icons on start up and I have things disabled on startups so it doesn't affect it that much.  Also, I made sure I have nothing running in background as soon as my pc starts.  I also disabled Cortana because I read it lowers down the cpu usage by a little bit.  If anyone can help me, that'd be appreciated.  Thanks in advance!

I run full scans every week or so, and it's not detecting any viruses.  Well a few but they are mostly removed in Quarantined/All detected items.

Then, try performing a clean install of Windows... This is the only fix I can think of... :(

Exactly what I was thinking of doing too.  Since I clean transfer this from Windows 7 to Win10. Well, when I got this pc from my friend, I immediately full scanned it for legit 8 hours, it was hell because the pc is so slow.  Tons and tons of viruses found.  I'm not sure if that affected my clean transfer to Win10.

Trying to find a good latencymon, and what do you mean by check temps?

http://www.resplendence.com/latencymon

Temps as in temperatures.

Temperatures as in how hold or cold the processor is.

If the the CPU is overheating, then it won't function to the full extent of it's capabilities.

Hmm, the hottest my cpu reached was 80 degrees but that was when I was playing tera for straight 16 hours.  But it is usually around 40-50s

Maximum temperature before it starts to throttle is apparently 72c. Did you notice any slowdowns while you were playing TERA?

Obviously puush is eating your cpu. Start by killing that task and work your way from there.

Kill the task by going to the "Details" tab and perform a right click on the task to "terminate the process structure" or however this is called in English.

Probably other tasks will calm down too after you killed this one.

But give it a minute or two after killing the task.

I only open puush when I'm uploading stuffs, such as this forum.  99% of the time it is off.

Ok.

Is the CPU still under 100% load then? Which process is at the top, if puush is turned off?

If it is only the system process that cranks it to eleven, it can also be some windows update stuff.

Edit:

Had a similar experience with my old Core2Duo notebook.

Had to let it run over night and just do it's thing. It was not usable until then.

Correction, the 80 degrees I mentioned was the GPU and no the CPU, my bad.  The highest my cpu went is around 66-70 (tried capturing the 70 degrees but hands too slow for puush lol). And yes, I did felt some slowdowns while playing tera for hours straight.

Like I mentioned before, my cpu usage is always at 100% even though I just turned it on ( nothing runs in background ).  Even if I turn off puush right now and wait few minutes, it won't have any effect :\

Yeah, not really painting a pretty picture.

Could you hop into the "Driver" section of the monitor and sort by "Total Execution Time" as shown?

Either that, or allow the program to run for a few minutes, stop it, and copy/paste the contents of the "Info" window.
