Just get a i7 6700K with a Z170 motherboard, some RAM, good GPU (i.e. GTX 1070 or GTX 1080), decent case, power supply, ssd, hdd (for game storage or whatever), Windows 10, ect. I really can't recommend a specific build so in the end it's your choice. A i7 IMO is a good choice since i7's are great for gaming and doing, well whatever you want lol.

For 1500 dollars he has more chance of winning the lottery. The motherboard ram and cpu is gonna be more than half. Still no graphics or hard rives or fans or case or cooler or anything

Well I hold my hands up and appolagise for being misleading and optimistic in my prediction.

In my defence I'm in the uk and things are typically more expensive so the idea of getting a PC for £1100 is amazing.

Getting a PC for under 500 is easy.
