Steam failed to apply update

I deleted everything but steam apps and the steam.exe. Then launched steam and it installed and kept my games. Thanks for leading me in the right direction! :D

For a while my steam has wanted to install an update every time I launched it. After a while it just opened so I didn't think anything of it. My pc froze so I restarted it. And now every time I launch it I get an error after it retries a few times. "steam failed to apply an update". I don't really know what to do. I have restarted and that hasn't fixed it. Let me know of anything I can do to fix this. Thanks for the help! :D

Uninstall it then reinstall it.

Steam can get real buggy at times. Never ceases to annoy me how every day it seems to have to update.
