I am building my new pc right now and there is only an intake fan, do I absolutely need an exhaust fan? The intake fan is in the front

Well depends what you have there. For med level gaming pc I'd recommend getting exhaust. If you have lower end gaming or office PC, you can manage with intake and using PSU as exhaust aid.
