Is it worth an upgrade?

With Skyrim being a massively demanding game on the CPU side already, its difficult for me to offer you an immediate solution that doesn't involve a full upgrade.

 

It might be worth trying to upgrade the GPU in the machine but you may find yourself disappointed with the performance regardless.

 

The PS4 actually has Skyrim remastered coming out later this year, which will provide full mod support and an optimisation process that allows the mods to run properly on the consoles hardware. If you're short on cash, consider this an option.

an AMD phenom is slow now adays. im not familiar with that CPU but the benchmarks dont look good

and an HD 4250

yeah thats far too slow

a GPU upgrade might help, but you will still be severely held back by that CPU

Sorry, but I think your processor will need an upgrade. Your GPU might be okay, but you will need a better CPU. Might I recommend the i3-6100? It is a cheap CPU and works well for the price. It will definitely be able to run Skyrim, at least.
