Throttling is basically when a CPU clocks itself down to keep itself cool (simply put)

I don't think I even wan't to know what you mean by that... O.o

Did you take it outside in the rain or something??

Throttling is the limiting of a speed (kinda), you can throttle processors, internet connections, and just about anything electronic. If your CPU is running extremely hot (90C+), then it will either shut down or throttle to save heat and save the processor. This means that it will run slower in order to produce less heat. For internet connections, if you have an internet plan capable of 50Mb/s, but are throttled to 20Mb/s for whatever reason, you can only go up to 20Mb/s until the throttle is lifted. I hope that helped, maybe someone can explain it better than me.

Check your CPU cooler, make sure there is enough thermal paste applied and that it is secured correctly.

It's a strange question. And your friend must have water vapor flying around.

Moisture is almost everywhere in the air. You can't escape from it.
