Here are the temps 7 min into the burn test. I am on stock everything and my pump is running at 100% it goes up to 68C sometimes. I am using a NZXT x61

I know it is stock but check what voltage the motherboard is applying to the chip, sometimes they go overboard for no reason, and as @TheProfessionalAmateurs said try reapplying the paste, though I don't think you need to change from the stuff you were given

meanwhile my idle temps are 60c and my load temps are 105c.

 

at stock speeds.

If it got that hot at idle, how did you manage to overclock it? Liquid nitrogen? 

 

That might be the worst binned chip ever. It should have gotten its cores deactivated and sold as an i3.

i dont overclock it

i meant i did once to 4.5ghz at 1.365v (1.360-1.365 gets it more stable but im not going to use that.. ever) and idles were ~90 or so

 

well.. the thing is that it used to run ~50ish idle with the stock cooler a few years ago.
