CPU fan too fast?

I've just built a new computer and the CPU fan Pin makes any fan or liquid cooler I plug into it run at an extremely high RPM

In the screenshot you can see CPUFAN is at 4500 RPM and it sounds like a jet engine.

 

Its also the exact same speed from when i turn my computer on to when i turn it off and there is no difference when gaming.

The motherboard is a "ASRock H97M-ITX/ac" and the cooler is a Corsair H60.

 

Any idea what i could do or even there is a fault on the motherboard?

go into your BIOS and turn it down....

the fan controller might be disabled, also try using speedfan if you cant fix it in the BIOS

I spent $2500 on building my PC and all i do with it is play no games atm & watch anime at 1080p(finally) watch YT and write essays...  nothing, it just sits there collecting dust...
