So I recently had to reset my CMOS and I am trying to overclock my CPU, the problem I am having is my BIOS says that the max frequency is 4.5Ghz but when I start windows it goes back to the default even when running synthetic stress tests. (Speedstep is enabled and so is turbo mode)

 

Here is a screenshot of my BIOS (This could just be due to some settings that i haven't turned off or on so any suggestions would be appreciated, I am not the best at this)IMG_0123.JPG

 

Here is a picture of CPU-Z after i start up my PC and run a benchmark. (Prime 95)

I can get the overclock to work using Intel extreme tuning utility but once I restart my PC it goes back to the stock 3.5Ghz

I'm not familiar with the Extreme Tuning utility, but could it be that it changes the base clock, not the Turbo? If only the turbo clock is changed, I'd expect stock speeds under full, all-core load, as turbo is supposed to boost core performance when there's spare TDP (i.e., not all cores are maxed out), but don't trust me too much on it. (also, the max multiplier reported by CPU-Z is 59???)
