If the paste is conductive, yes. But what can also happen is that the pins can become isolated, and the CPU won't work until the paste is cleaned off.

Also once I've installed the CPU, am I done from there? Will I be able to boot up normally or do I have to do something else?

You may need to update your BIOS in order for the CPU to work properly, or at all.

Download CPU-Z, launch it, and navigate to the Mainboard tab. Look under BIOS, and it should give a version.

Yes because the 4790 requires 0804. The current CPU that you have requires a higher BIOS version in order for it to work, and therefore the 4790 will work just fine in your build with no real work done by you.
