Yes, but you won't get a good nas for cheap. I have worked with the ReadyNAS 102, and would say it's OK for being cheap.

if your talking about the one in my sig 300-400 WITHOUT drives . you can get away with cheaper parts cpu memory .MB was the cheapest same with psu . low balling 250-300$

For what you want to pay, get a Raspberry Pi Zero, a powered USB hub and two external 2.5" drives. You aren't going to find anything new in that price range.
