Going for an all white build.   It'll be a skylake cpu with 32gb ram.  I want it to look good and to be able to see everything through the phanteks enthoo primo case window but noise control is important as well.  Thoughts?   Really torn between these two.

I'd spend the xtra money and get the 14.

PH-TC14PE all the way. One of the best CPU air coolers on the market currently.
