Annoying stuttering in games???

Ive kind of always had this issue. But when I started to max out games because of my 1070. Ive hit major stuttering in game. This is most noticeable in GTA V and Battleborn. Specs i5 4690k, strix 1070, z97 g55 sli, 8 gigs of ripjaws gddr3, 1 TB HDD, and a corsair cx600M. One thing I have noticed is that Windows 10 has been eating up almost all of my poor ram. https://gyazo.com/71921e264c057506d377254822bb2b8a 

This is just with some chrome tabs open. I run at a beautiful 144 frames then it all of a sudden dips and sometimes freezes. I notice this in really demanding games like GTA V. But it also happens in less demanding games like CSGO. Let me know what you think this could be. Thanks for the help! :D

No I reverted my overclock on my 1070 just in case it was causing it. But that hasnt changed anything. My cpu is at stock speed.
