GPU Power stuck at 31% constantly

This means my fans are always on, even when I'm not doing anything. Happens when no programs are open, as well. It's been happening for over a month now and it's bugging me. Anyone have any clue?

Of course, consumption goes up in accordance to application, but it never goes lower than 31.

All Nvidia drivers are for all cards, they just add support for the new cards as they come out. Sounds to me like you have a borked driver, so go ahead and update.

Huh. Now that you mention it, for some reason Geforce Experience hasn't run for a while, I have no idea why. Well, thanks.

I know you have a 970 and i know it is for pascal, i have a 760 FTW SLI and i installed it. I just thought you would like to try it to see if it fixes your issue.
