That budget is way to small for 'light gaming' unless you're talking about Solitaire.
The best suggesting I could think of would be to find an old refurbished business HP desktop that has at least a 2x16. PCIe lane.
He'll have a computer for Google and can pick up like an old, used 550ti when he has the funds for it depending on the deals found.

So another friend of mine wants to build a PC for him and his budget is $200. I'm not really good with low end PC prices because I usually build $1000-$2000 builds so I need your guys' help. He just needs it for google and light gaming. I am thinking about a A8 APU but can you fit a GPU in the budget? Thanks in advanced. Pre-built and laptops under $200 are welcomed too. Remember the price is in CAD. Thanks in advanced

I won't buy a dedicated GPU for him, because low end GPUs aren't the best in price to performance.

I think an A8 APU with fast RAM should be enough.

Main PC: R7 3700X / Gigabyte X570 I Aorus Pro Wifi / Radeon RX 5700 XT / 32GB DDR4-3200 / 250GB & 2TB Crucial MX500 (in HP Prodesk 400 Case)

Laptop: R5 2500U / Radeon Vega 8 / 8GB DDR4-2400 / 500GB SK Hynix BC501 (HP Envy x360 13)

My little Server: i7-7700 / Asrock H110M-ITX / 24GB DDR4-2400 / Samsung 860 Pro 250GB & Seagate Firecuda 2TB / VMware ESXi 6.7

(Don't tell me i should Name them, i don't want to ^^)
