My PC wont shut down for some reason!?

DGaming

So since recently my PC just wont shut down! When I try to shut it down in the evening by going POWER>SHUT DOWN, the monitor goes black like it should, but the PC keeps running, like I hear the fans spinning and the leds are on, the keyboard is lit and everything. Its like I put it to sleep or something haha. Ive waited like 30 mins like that and it wont shut down, I had to shut it down by holding the power button for 4 seconds! Another thing Ive noticed since recently is that when I play a game called Rainbow Six Siege with my friends and we are loading into a game, I always load in sooo slow, and everyone is like "potato PC, wooden PC" but I actually have a gtx 970 and an i5 4460, built it last year! And yes I have my game on my HDD, but so do my friends and they dont load in so slow... and yes my HDD is good, its the WD Blue 1TB. So is there something wrong with my HDD? And is that why my PC wont shut down? Also I have to say that I recently upgraded to windows 10 (from windows 8.1) so that might have something to do with that, idk!? So please guys help me!? :(

-Thanks everyone ^^

Sometimes computers just take a long time to shut down. If that isnt it try to hold the power button or unplug the computer if need be

you might want to do a clean install of windows 10. it likely won't solve this particular problem but it has the potential to solve many others.

Reinstall windows, I had a similar issue where the computer would stay on when I put it to sleep

-Overkill Dell XPS

Fully maxed out early 2017 Dell XPS 15, GTX 1050 4GB, 7700HQ, 1TB nvme SSD, 32GB RAM, 4k display. 97Whr battery :x
Dell was having a $600 off sale for the fully specced out model, so I decided to get it :P

-Crapbook

Fully specced out early 2013 Macbook "pro" with gt 650m and constant 105c temperature on the CPU (GPU is 80-90C) when doing anything intensive...

A 2013 laptop with a regular sized battery still has better battery life than a 2017 laptop with a massive battery! I think this is a testament to apple's ability at making laptops, or maybe how little CPU technology has improved even 4+ years later (at least, until the recent introduction of 15W 4 core CPUs). Anyway, I'm never going to get a 35W CPU laptop again unless battery technology becomes ~5x better than as it is in 2018.

Apple knows how to make proper consumer-grade laptops (they don't know how to make pro laptops though). I guess this mostly software power efficiency related, but getting a mac makes perfect sense if you want a portable/powerful laptop that can do anything you want it to with great battery life.
