I have a laptop. My CPU is a 4720HQ and my GPU is a 960m. I was playing witcher 3 and both my CPU And GPU were at 100% load. Both were below 70°C but for some reason my GPU was running at 540mhz down from the original clock speed of 1202. Why Is this? And how can I correct it as I would like the extra FPS. Thank you

maybe the temp readout on the program you were using was wrong? because a notebook at 100% load normally gets way hotter than 70c

also using a cooling pad underneath

normally my CPU and GPU run up to 88°C without problems. I know it is not good bu tj have never been hotter than 88°C on my CPU or GPU
