PCI-E Lanes question

In the past I have heard some people say that the Z170 chipset from Intel adds 4 pci-e lanes on top of the amount of pci-e lanes the cpu you have adds. i am very confused, any answer would be greatly appreciated.

There are still 16 normal lanes. The chipset adds 4 PCH lanes for thinks like m.2 ssds and such.

The CPU itself has 16 PCIe lanes dedicated for the graphics card. It connects to the chipset using a special bus called DMI and the chipset itself has another 20 PCIe lanes on top of the peripheral support it provides for the motherboard manufacturers to play around with.
