New custom PC won't setup windows properly

Every time I let it restart to continue the installation, it restarts and I go to steps 1 and 2 again. It is not letting me get to step 3! Help

Ok. Do you mean after the installing windows screen it goes back to the screen where you chose your drive? Dose this happen after a restart? If the answer is yes then you need to change the boot order in the bios to make it boot from the SSD / HDD rater then the the installer USB or DVD. You could also take out the USB / DVD
