2 Computers acting wierd

Hi, so about a week ago my first computer (PC1 in my signature) outputted a screen that said Over clock Failed so I reset the clock speeds and voltage and everything ran smoothly. I had to go to a different location where I use my second computer (PC2 in my signature). PC2 has no overclock on it and has never had one yet when I booted it up it also said Overclock Failed. I was too busy to make a post about it so I didn't do anything in response to that error. However each time I booted down the machine I noticed that it took over a minute to shut down fully (it usually takes 10 seconds) but I was too busy to make a post about it. Time passes and I come back to PC1 and when I boot it up every one of my programs either freezes or doesn't get internet access and when I shut it down or restart it, it takes over 7 minutes to do so. Pls help

i think power loss sometimes causes that?

 

edit: sorry i read only the OC fail part, no idea of the rest then
