something that is concerning me

So after i installed the windows 10 anniversary update I noticed my cursor started a never ending loading loop (I don't know if this is related to my current issue) so I fixed it and it came back again fixed it again and it hasn't come back.
 

anyway to get to the point something be it malware hardware windows 10 doing what it does best has been throttling my SSD to about 0.1 MB/ps in some software and when I do something like create a shortcut what seems to be a Explorer.exe reboot either the screen going white or black and the mouse cursor loading for quite along time and when I try and do something such as move something to the desktop or create a new shortcut this happens randomly but usually creating a shortcut seems to create 3 files shown in the image. Whatever is causing this it is causing me some concern any insight or help is greatly appreciated thanks in advance

Run Malwarebytes or reinstall Windows.

right i'll run Malwarebytes first of all because im running oem windows so yeah :L

You could still reinstall/reset it if Malwarebytes doesn't work.

I don't usually run malwarebytes so i just downloaded it an ran it its scanning now

so after trying many things I noticed that after a system restart it seems to work fine for all of about 3 seconds and then it returns to being unstable again I am unsure as to what is causing this but all I have in terms of malware and viruses was 360 sercurity picking up what I don't think was malware but i removed it anyway it was something like d3dcompiler_47.dll within vivaldi (the web browser i use) files im not sure if it was just because to the antivirus it was an unknown program but ever since that was quarantined these problems arose.

ok so as an update I deleted some intel based software as well as similar stuff that was in my program fils booted into safe mode and tried to reset that didnt work so i went back into normal mode and that seemed to have been correct it was either what i uninstalled or booting into safe mode and normal either way im still going to take my computer in for a checkup tomorrow just in case malware or a virus was responsible.
