Bad Scaling! Need Help!

I just got a, 1280 x 1024 resolution, second monitor from my old high school to use for thing like team speak or monitoring temps. The issue is that my 1080 display now has this issue where the image displayed is cut off by about 2mm on all sides making it hard to see things on the taskbar, and almost impossible to close open windows.

What graphics card? Is the 1080p display a TV?

Raedon 7950 and no it is an asus vs239 monitor

Fixed! Got a mini display port to vga adapter.
