PC not posting. No fans spinning.

So I was having problems with my network card, so I took it out and put it back in. Tried turning on my pc and nothing. So I swapped my network card into a different PCI slot and put my GPU into a different PCI-E slot. Still won't boot. It literally worked just fine before this happened like 15 minutes ago. Ever since I messed with the PCI slots it doesn't want to work. Any ideas? 

 

 

EDIT: MY MOTHERBOARD ISN'T GETTING POWER. THE LITTLE LIGHT ON THE MOTHERBOARD ISN'T ON.

You tried resetting Cmos or removing everything on your PCIe slots

Yes the supply is on. And it seems that everything is plugged back in.
