Terrible frametime variety

Hello, as you have seen in my previous topic i struggle with low and unstable fps at full HD gaming and i could not figure out what was bottlenecking fps in crysis 3 and farcry 4. It would be reasonable to consider that its not my r9 Fury. You can see main indicators in image i uploaded.

 

I think problem is in huge variety in frametime, what could cause such huge variety ? is it power supply or CPU? Btw, as i previously mentioned, CPU is never at full usage, more so all cores sit at about 50 - 60 usage at peak gameplay.

Is there any way to reduce variety in frametimes?

 

I am starting to think that 2600 i7 and r9 fury simply cant work together ( same as 390 r9 and 2500k i5, in benchmarking it showed terrible frametimes and fps over all. notably 970 paired with 2500k did well with stable frametimes and fps.)

Also as you can see, when GPU usage is at full ( 100%) Fps is perfectly fine - currently 111.
