If you're asking if two SuperClocked GTX Titans (example) will perform the same in the same machine, then the answer is that they will.

Depends on the GPUs. Two 650s obviously won't, but I'm pretty sure a pair of either 760s or 770s will outperform a Titan.

it really depends on the situation, in some games you may see some cards scale perfectly and you will get 200% performance increase, but in some games you may see almost no diffidence by adding a second card. but generally adding a second card you will get about 150%

no that wasn't what i was thinking if there a chance  that my GTX 780 is faster then yours and we have the same system spec

With GPU Boost 2.0, the operating parameters matter. But not a 33% improvement from one Titan to another. Any differences should be within margin of error on identical cards at the same speed.
