£700 budget

It's been a long time since I had a PC, and I'm a complete noob but the site did help me make a build for a friend. So now I need a build for around £700 however budget is adjustable if it is a must since I am looking for quality and a good experience and don't want to cheap out.

Uses:

Programming

Surfing the interwebz

Doing uni studies 

 

Needs:

Everything apart from peripherals, graphics card (would love a recommendation but would not get it now due to having no free time).

I am somewhat obessessed with the idea of it looking sexy. So I don't know maybe a black and red theme?

Needs to be something I can keep upgrading over months.

Something which won't go to some absurd temps since my room is pretty closed up and don't to make it into some microwave since I absolutely despise heat.

Something which isn't too loud since I don't wanna wake anyone late up night like at 3am.
