My ARK Survival Evolved server was working 10 minutes ago and now it is not?

I could connect to it on my LAN servers list, and now it is not there. I have not changed a damn thing, just turned off then reactivated the server. Here is a step by step of what I have done:

Steam>Library>Tolls> ARK: Survival Evolved Dedicated Server> Download and installed that>ARK Survival Evolved Dedicated Server\ShooterGame\Binaries\Win64 Made a .bat with the commands  

start ShooterGameServer.exe TheIsland?SessionName=EBG?MaxPlayers=5?Port=27015?QueryPort=7777?ServerPassword=3615
exit


set to run>Port forwarded both the inbound ports on my windows firewall and router firewall>Then launched it. Everything worked fine but my friends couldn't connnect, I then made a backup. I changed some settings in ARK Survival Evolved Dedicated Server\ShooterGame\Saved\Config\WindowsServer "GameUserSettings.ini" and "Game.ini" and I then couldn't connect to my old server. After some troubleshooting I couldnt get it to work so I reloaded the backup, and now I can't even connect to the server. Any ideas as to what is up?

IT DOESN'T MATTER IF YOU'RE A FANBOY/FANGIRL. WHAT MATTERS IS THAT YOU DON'T LET THAT EFFECT YOUR HARDWARE RECOMMENDATIONS.

Was going to recommend LGSM, but remembered that it only supports linux :P. Have you tried fully disabling windows firewall? What specific settings did you change?

I have windows firewall disabled HOWEVER I also set this

For both of my ports on both inbound and outbound. I also enabled %ProgramFiles% (x86)\Steam\SteamApps\common\ARK Survival Evolved Dedicated Server\ShooterGame\Binaries\Win64\ShooterGameServer.exe
