OK I think I did not make myself clear enough.I know the temps are well in the borders of acceptable. The question is " Is having my fans at 35-40% speed all the time going to damage them over time?".

They will wear faster.

Hello! I'm an owner of EVGA GTX 1070 SC ACX 3.0 card and i like how the fans don't turn up until 60 degrees C but at the same time I live in a house and it gets quite warm here like 25-27 degrees C room temp.So my GPU stays around 45-50 C idle.To the question I set up a fan curve with MSI Afterburner and was wondering is it bad for my fans if they  stay at like 35-40% most of the time because that is the speed that gives me around 35C idle on the GPU.Under load the max temp I get is like 72-75 with the standard EVGA profile.OH god sry wrong forum can the moderator move it!

This is the wrong section, it should be in the graphics card section, @Ryan_Vickers or @GoodBytes or another mod can move it for you.  But to answer your question, it is not a problem, its perfectly fine.

Moved to graphics cards

Solve your own audio issues  |  First Steps with RPi 3  |  Humidity & Condensation  |  Sleep & Hibernation  |  Overclocking RAM  |  Making Backups  |  Displays  |  4K / 8K / 16K / etc.  |  Do I need 80+ Platinum?

If you can read this you're using the wrong theme.  You can change it at the bottom.
