Hi there, I'm just wondering if I have a 16GB(Dual Channel Kit) or DDR3 ram running at 1866mhz and I add Another 16Gb running at 1600mhz If I under clock the 1866 Ram to 1600 if both ram kits will work together to allow me to have 32GB of Ram

It will give you 32gb at 1600

It "should" but unless you buy them as a full on kit that are factory tested by the manufacture to guarantee they will work, there is a possibility they wont like each other and may not play nice.

Yes, 99/100 times you will be fine, but there is always that 1% in the back lurking to be cautious of.

Its VERY probable that you will get 32GB at 1600Mhz like Wizardy said. Thats how it works almost all of the time. However in very rare circumstances they can be incompatible with each other for no apparent reason. If possible try to get the same model of RAM when mixing kits to reduce this risk.

But realistically, yes, that should work fine.
