Check the motherboard for a cmos battery like a oversized watch battery take that out for a few minutes pit it back in and test.

Resit the ram sticks one at a time and see if it posts.

Boot loops are often a bios issue. If it's a boot device issue it shouldn't loop at all. Clearing CMOS should help but if you can load the bios to begin with, I'd simply suggest loading optimized defaults from there. Was this a new build? Can you provide more background to this issue?

Blue screens eh? Did you try setting it to Wumbo?

This is what happend I was resetting my pc to factory defaults and then it said the reset couldn't be done so I had to cancel it then it reset my pc and that's when it started happening

Were you resetting within the operating system level? It's likely the OS tried to fix something in the EFI partition and messed up when you cancelled half way. It's an uncommon error, but has happened to me before.

Well, if you have the windows install disk you can boot into the install disk. Inside there is a repair boot loader option that may be able to resolve this issue. If it fails, remove your drive, get a new spare drive, reinstall windows there, boot into new installation and connect old drive so you can migrate your old stuff over.

Why do I have to get a new hard drive I don't want to pay for another one

Well you don't have to, that's only if suggestion 1 fails and the installer disk can't fix the issue. Otherwise, it's kinda hard to say if it's a mobo issue or the boot loader that's having issues.

if you dont want to do that then reinstall windows on the hhd you have but you will loose all your data etc

It didn't stop working, you simply corrupted to EFI data on it by cancelling the reset. It's not your fault, more like a series of unfortunate turn outs, but the drive is likely 100% working if it's not making clacking noise.

I don't have an installer disk windows 10 is on my hard drive lol
