It's personal preference. There isn't a "true" best operating system.

Nope they are way, way above what W10 needs to run. A said a clean install should fix all your problems.

 

Best OS? For gaming Windows 10, hands down. 7 is fine for now, but you'll need DX12 sooner or later. Not many AAA titles make it to Linux, which is a shame because in the long term MS can't be trusted not to screw us over in an attempt to push PC gamers to Xbox.
