Put Windows 10 on the SSD if that's where you want it. In the BIOS, you will be given the ability to change the boot priority. Make the SSD the first option after installing Windows to make the system check there first.

By putting Windows here will this decrease boot times?

If you put windows on the SSD boot times will decrease.

 

The only real reason to put the OS on a HDD is if you don't have an SSD to put it on.

Yes, and Windows Update installs will be shorter, apps will open faster, system will be much snappier overall, etc.

You may also want to do a bit of file management before you use the OS for too long. If you have a small SSD like I do it helps to move the windows library to the HDD in a new folder to keep them from filling up the SSD.

I had a hdd and my system , windows 10, q6700 etc, would boot in about a minute and a half, it then died, i bought a ssd and then installed windows 10 on it, my system booted in 22 seconds, its also alot faster to load applications.  I would use your SSD for the os and a HDD for files etc.

Have you tried turning it off and on again?
