Most cards nowadays have a bios which stops the card from being able to blow it self up, however unless you are blessed with the silicon lottery dont expect it to be stable

There is no danger but your system WILL crash if you just got for the max right away.. Raise it slowly till you find the edge of stability.

But no, you will not damage the GPU by just adjusting the core clock.

When in doubt, re-format.
