Misc questions regarding Bios settings

I am not quite up to speed on some of the bios settings, so I'm hoping someone can shed some light. As most of you know, the tool tips that come with these BIOS/UEFIs can be a little lackluster in describing certain functions...

 

Such as...

 

PCIE ASPM: Does this correlate with the windows setting for link state power management? Does it affect only the PCI express lanes connected to the CPU (and not the chipset)?

PCH PCIE ASPM: ?? Is this for PCI express lanes connected to the PCH/Chipset?

DMI ASPM: Is this the link state ASPM for just the DMI link? How is this controlled in windows?

Allow greater than 4G decoding: I have read countless descriptions of what this is on the internet and all of them are rather confusing. A simple practical description for this would be appreciated!
