Fall Upgrade??

Since my computer got hit by a ridiculous power surge its been ultra flaky and I Think its slowly dying 

 

Ive been looking at upgrade options, I think skylake is about the only option at this point. Ive Picked out the Gigabyte G1 Gaming 3 H170 (not planning on overclocking) 

 

My main debate is getting a i3 6320 or a i5 6400/6600

 

its getting paired with a r9 290 (in the future i was thinking 1070 maybe?) and most likely will be water cooled 

 

I've been playing games like planet coaster,dota, over watch, and one day i hope to finish the witcher 3

Get the i5, but 6500

4 physical cores are always better than 2 cores 4 thread like the i3

Plus it has turbo boost, mine doesn't
