Yes the fans are to pass air through the fins so the heat from the fluid and rad can be transfer to the air for cooling, however there are such things as passive rads which do work but are much larger and bulkier as they rely only on convection and ambient air movement.

yes.

heat has to be dissipated somewhere. all liquid cooling does is move the heat away from the CPU faster, and to the radiator, where it still needs to be cooled like a normal heatsink
