Not on the default MSI afterburner limits. He simply couldn't get to that voltage. I maxed out all voltages on my 390X through afterburner, it runs much hotter, but nothing unsafe.

I can't use msi afterburner I have an evga card it's different

Also you can use MSI afterburner. Its not locked down to a specific brand or card.
