I'd say a quad-core i5 from Sandy or Phenom II X6 would be minimum for streaming while playing something moderately demanding.

You're going to want a decent CPU to handle encoding. A decent quad-core i5 would do the job nicely, such as the i5-6500 or i5-4460. At least 8 GB of RAM would be optimal, too.

 

You won't need a graphics card if you don't plan on playing any games on the PC, so you can save a bit there. Just run off of the iGPU.
